When webhooks are enabled, they only fire for ACH payments, and not at all for credit card payments. They stopped on May 7th completely. This is separate (but makes the webhooks that much more useless) from the fact that webhooks for payments in general arrive hours to a day after the payment is made and there should be a pending payment webhook call at the same time as the notification email is sent. Your ACH webhooks seem to be intermittent as well recently.
